과학기술분야 우수 외국인 유학생의 국내 정착 및 지역산업 연계 우수인재 양성을 위해 다음과 같이 「K-STAR 비자트랙」 우수인재 선발을 안내하오니, 자격 요건을 갖춘 유학생 여러분의 많은 지원 바랍니다.
1. 제도 개요 및 주요 혜택
목적: 국내 유학 중인 외국인 석·박사급 과학기술분야 인재의 영주 및 귀화 촉진. 거주(F-2-7S) 자격 부여: 총장 추천서를 통해 졸업 후 취업 여부와 관계없이 최대 5년까지 거주 체류자격으로 변경 가능. 영주(F-5-S1) 패스트트랙: 일반 유학생은 영주 자격 취득까지 최소 6년이 소요되나, 본 트랙 대상자는 최소 3년으로 소요 기간 단축. 우수인재 특별귀화: 거주(F-2-7S) 및 영주(F-5-S1) 자격을 거쳐 요건 충족 시 신청 가능 (법무부 국적심의위원회 심사 필요).
2. 지원 자격
아래의 '기본 요건'과 '학위 요건'을 모두 충족해야만 지원이 가능합니다.
① 기본 요건 과학기술분야 전공자로서 아래 [붙임 2] 및 [붙임 3]에 해당하는 자. (첨부 자료 확인해주세요) 논문, 특허, 연구과제, 수상실적 등 객관적으로 연구 역량을 입증할 수 있는 자. 국내 정주 계획(연구·취업·창업 등)이 구체적이고 한국 사회 적응 및 기여 가능성이 높은 자. 체류자격 변경 및 국내 체류에 중대한 결격사유가 없으며, 지도교수 또는 연구책임자의 추천을 받은 자.
② 학위 요건 (공고 접수일 기준 중 하나 해당)
석사: 본교 석사학위 취득 예정자(2026년 2월, 8월) 또는 취득 후 1년 이내인 자. 박사: 본교 박사과정 재학생·수료생(공고일 기준) 또는 박사 취득 후 1년 이내인 자(2026년 2월, 8월 포함). 석·박사통합: 석사과정 수준 수료(4개 학기, 24학점 이상 이수) 후 박사과정에 재학 중인 자. 박사후연구원(Postdoc): 본교 소속으로 과학기술분야 연구에 참여 중인 자.

4. 평가 기준
최종 합격(추천)을 위해서는 2차 면접 심사에서 80점 이상을 획득해야 합니다. 정성평가 (면접, 100점): 연구역량 및 우수성(50점), 기여 가능성(25점), 정주·활동 계획 구체성(15점), 체류의지 및 윤리·태도(10점) 정량평가 (가점, 최대 30점): 논문/특허/수상실적 등(최대 20점), TOPIK 또는 사회통합프로그램 이수(5점), 국가연구과제 및 보조금 수혜 이력(5점)
5. 유의사항 및 문의처
모든 지원 서류는 반드시 한글로 작성해야 하며 서식 임의 변경은 불가능합니다. 총장 추천서는 발급일로부터 1년간 유효하며, 체류자격 변경을 위한 추천자료입니다. 최종 비자 변경 허가 여부는 출입국·외국인관서의 심사 결과에 따릅니다. 기타 체류자격 변경에 필요한 개인 구비 서류는 지원자가 직접 준비하여 출입국 사무소에 제출해야 합니다.
To foster the domestic settlement of outstanding international students in science and technology and to nurture talent linked to local industries, we are announcing the "K-STAR Visa Track" selection as follows. We strongly encourage eligible international students to apply.
1. Program Overview & Key Benefits
Purpose: To promote the change of visa status to Resident (F-2-7S) and facilitate permanent residency and naturalization for international Master's/Ph.D. level talents in science and technology fields currently studying in Korea. Resident Visa (F-2-7S) Grant: Eligible to be granted a resident visa allowing a stay of up to 5 years without needing employment, based solely on the President's recommendation letter. Permanent Residency (F-5-S1) Fast Track: Reduces the minimum period required to acquire permanent residency from the standard 6 years to a minimum of 3 years. Special Naturalization for Outstanding Talent: Eligible to apply for special naturalization after fulfilling the requirements through Resident (F-2-7S) and Permanent Resident (F-5-S1) visas (subject to review by the Nationality Deliberation Committee of the Ministry of Justice).
2. Eligibility Requirements
Applicants must meet BOTH the 'Basic Requirements' and 'Degree Requirements' below.
① Basic Requirements
(Please check the attachment file) Must be able to objectively prove research capabilities through academic papers, patents, research projects, awards, etc. Must have a specific domestic settlement plan (research, employment, startup, etc.) and a high potential for adapting to and contributing to Korean society. Must have no disqualifying reasons for a visa status change or stay in Korea, and must receive a recommendation from an academic advisor or principal investigator.
② Degree Requirements (Must meet at least one as of the application date)
Master's: Prospective graduates of KMOU (February or August 2026) or those within 1 year of obtaining their Master's degree. Ph.D.: Currently enrolled students or those who have completed their coursework at KMOU (as of the announcement date), or those within 1 year of obtaining a Ph.D. (including February and August 2026 graduates). Integrated Master's & Ph.D.: Students currently enrolled in the Ph.D. program after completing the Master's level curriculum (completed at least 4 semesters and earned 24 or more credits). Postdoctoral Researcher (Postdoc): Those currently participating in science and technology research affiliated with KMOU.
3. Application Schedule & Submission
Application Period: August 25 (Tue) ~ September 4 (Fri), 2026, 09:00 ~ 18:00 (Excludes lunch break 12:00~13:00). 4. Evaluation Criteria
To be finally selected (recommended), applicants must score 80 points or higher in the 2nd stage interview screening. Qualitative Evaluation (Interview, 100 points): Research capacity and excellence (50 pts), potential contribution (25 pts), specificity of settlement/activity plan (15 pts), willingness to stay, ethics, and attitude (10 pts). Quantitative Evaluation (Bonus Points, Max 30 points): Achievements such as papers/patents/awards (Max 20 pts), TOPIK or KIIP completion (5 pts), history of participating in national research projects and receiving government subsidies (5 pts).
5. Important Notes & Contact Information
All application documents must be filled out in Korean, and the standard forms cannot be altered arbitrarily. The President's recommendation letter is valid for 1 year from the date of issuance and serves as a recommendation document for the visa status change. The final approval for the visa change is strictly subject to the screening results by the immigration office.
